About Sheila Hubbard

Sheila A. Hubbard is an experienced public and non-profit sector attorney who has dedicated her entire professional career to public service in government, higher education, and the non-profit arenas. After serving under City of Boston Mayor Raymond Flynn as an Attorney/Policy Analyst and Director of the Minority and Women Business Enterprise Office, Ms. Hubbard joined state government as one of Governor William F. Weld's Deputy Legal Counsels and was later appointed as Chair of the Massachusetts Parole Board. During her tenure as Chair, she was elected President of the Association of Paroling Authorities International. Ms. Hubbard has served as a Commissioner on the Massachusetts Access to Justice Commission; Commissioner for the Massachusetts Commission Against Discrimination; Executive Director of the Volunteer Lawyers Project in Boston; Associate Director of the Bernard Koteen Office of Public Interest Advising at Harvard Law School; and Senior Program Director of the Equal Justice Initiative in Montgomery, Alabama, working on criminal justice issues, race and poverty, parole and probation, and juvenile justice. A member of the Massachusetts Bar and a Certified Mediator, Ms. Hubbard graduated from Yale with a B.A. in Sociology and Political Science before attending Harvard Law School. Currently, Ms. Hubbard works in mediation, as a consultant on a range of issues, and as a legal advisor.
